TODAY’S PUBLIC NARRATIVES are often framed in absolutes: Ban guns. Put gangs out of business. Legalize drugs. Anything less seems like an act of political surrender. Such talk might sound good, but it doesn’t do much in terms of reducing urban violence. Absolutist answers on urban violence are often impossible to implement in reality, mostly because they ignore the practical yet pressing reality of the violent few. All guns are not the problem—guns in the hands of the most dangerous people and places are. All gangs are not the problem—the most violent gangs and gang members are. All drugs are not the problem—violent drug dealers and substance abusers are. The more we fetishize guns, gangs, and drugs, the more we miss the subtle truth that it is the behaviors, not the items themselves, that drive most of the danger. It is violence itself, not the instruments of violence, that should command the majority of our attention.
